The Kem C. Gardner Policy Institute at the University of Utah prepares economic, demographic, and public policy research that helps Utah prosper. We are Utah’s demographic experts, leaders on the Utah economy, and specialists on public policy and community research. Our key focus areas include: The Utah Economy - The Gardner Institute provides analysis and data-driven, context-specific insights about the Utah economy. We prepare in-depth studies on key Utah issues in partnership with stakeholders in the private sector and in state and local government. Our research provides vital information that decision-makers and the public use to help Utah prosper. Public Finance - The Gardner Institute employs a team of economists who specialize in public finance. We also benefit from a Public Finance Council that guides our research agenda and supports the development of a public finance practice area. Our research focus areas include, but are not limited to: tax policy, revenue forecasting, fiscal impacts, budget stress-testing, budget transparency, and public finance best practices. Demographics - The Gardner Institute provides demographic decision support to the Utah State Legislature and Office of the Governor. We produce population estimates and projections, as well as applied demographic research focused on Utah. We represent the state in work with the Census Bureau, including the State Data Center Program and Federal-State Cooperatives for Population Estimates and Projections. We work with the Census Bureau in the production, distribution, and analysis of its products. Public Policy - The Gardner Institute provides data-driven, context-specific insights about public policy in Utah. We prepare in-depth quantitative and qualitative studies on key Utah issues in partnership with private-sector stakeholders and state and local government. Our research provides vital information that decision-makers can use to help Utah prosper.
