West Berkshire Council is a local government authority based in Newbury that delivers essential public services to around 155,000 residents. Its responsibilities span education, housing and social services, as well as roads and waste management, and it maintains cultural and community facilities such as libraries, leisure centres, a museum and Shaw House, a Grade II listed building. The council operates from three main offices in Newbury with satellite offices across the district and employs thousands of staff. The district covers 272 square miles in the South East of England, with about 60% designated as an Area of Outstanding Natural Beauty and a mix of rural and urban communities, Newbury being the largest town. It hosts a notable high-tech economy with major firms and one of the lowest unemployment rates in Europe; in 2026 the council announced that Marlborough Highways Ltd was named the preferred bidder for its Highways Term Maintenance Contract.
