Woodcock & Associates, Inc. was established in 1994 to provide a dedicated expertise in water and wastewater rates and financing analyses.  We believe that a crucial element in all consulting engagements is the ability to gain an understanding of each client’s unique circumstances, goals, and objectives. W&A’s experience with projects throughout the world has exposed us to an amazingly broad spectrum of issues and problems.  Clients that we have provided consulting services to range from small towns and villages with several hundred customers to some of the world’s largest regional agencies, serving tens of millions.
