James R. Holley & Associates, Inc. was founded in July, 1977 by James R. Holley and the late Henry S. Mcfall. The company began operations on Andrew Street in West York.

In 1979 we moved to North Queen Street in York City for approximately one year. The end of 1979 we moved to 20 West Market Street until March 1989. In March, 1989 we moved into our present building at 18 S. George Street.

In January 1978, Dover Borough retained James R. Holley & Associates, Inc. as their borough engineer. This was our first municipal client. As years progressed we continued to add municipal clients and have established ourselves as a very reputable consulting firm whose success is attributable to the multitude of satisfied customers. Currently we have 20 total municipal clients. 

Our continued goal is to provide excellent service to our clients.
