It was initially administered by the State Employees' Insurance Board of Alabama, but due to the substantial growth of the covered members, the Local Government Health Insurance Board was created in 2015 and began administering the plan at that time. 

The LGHIB provides the benefits for municipalities, counties and quasi-governmental agencies all over Alabama, and insures nearly 58,000 members.
