The NAVSEA Warfare Centers, comprising the Naval Surface Warfare Center and Naval Undersea Warfare Center, operate under the Naval Sea Systems Command as the Navy's innovation engine and trusted technical experts. They identify and deliver innovative, cost-effective technical solutions to U.S. warfighters across surface and undersea systems. With ten divisions across the country, their work encompasses most surface ship and submarine programs, including design, testing, and fleet support. The centers bring together scientists, engineers, researchers, and technicians to pursue a broad range of capabilities, including autonomy, sensors, and measurement science. They provide full-spectrum research, development, test and evaluation, engineering, and fleet support for offensive and defensive systems tied to surface and undersea warfare. Based in Washington, D.C., with a Naval Undersea Warfare Center in Newport, Rhode Island, the organization aligns with Navy modernization efforts, such as the December 2025 rollout of ShipOS noted in news coverage.
