Ray Lyons established the business in 2004 as a Pool and General Contracting firm for residential and commercial clients.  In 2012, PacWest Construction and Engineering received its 8(a) Certification.  In 2013, PacWest was accepted into the BOA Program for NAVFAC Southwest and has since successfully completed nine (9) projects within the Southwest Region.
Ray's vision for PacWest and his ability to plan for the future has enabled  us to reach a bonding capacity of $3M/$8M within our first year of the 8(a) program.  He has taken the steps necessary to ensure we have the financial capacity to take on new projects.  He has also quickly picked up the process of estimating and managing government projects. He takes an active role in all projects from RFP to final sign-off.  He has worked closely with each client and has earned their trust in providing a quality projects. 
The Management Team at PacWest Construction and Engineering collectively has over 60 Years of Federal Contracting Experience most of which is Design-Build within IDIQ & MATOC Programs.  This team along with its key subcontractors and A/E Partners can provide added value services and risk mitigations recommendations.
