The Philadelphia Housing Authority (PHA) is the largest landlord in Pennsylvania and is based at 2103 Ridge Avenue in Philadelphia, Pennsylvania. It develops, acquires, leases and operates affordable housing for city residents with limited incomes. The authority is a public agency funded primarily by the federal government and works in partnership with City and State governments as well as private investors. Established in 1937, PHA is described as the nation’s fourth largest housing authority and houses about 81,000 people in the City of Philadelphia, with about 1,150 employees and a budget of $347 million. The organization operates with private-sector-like property management practices and maintains a nondiscrimination policy covering race, color, religion, national origin, ancestry, age, sex, sexual orientation, AIDS status and disability.
