The Defense Security Cooperation Agency (DSCA) is a U.S. government organization within the armed forces framework that supports national security and foreign policy goals by building the capacity of foreign security forces to address shared challenges. It leads the broader U.S. security cooperation enterprise in training, education, advising, and equipping foreign partners. DSCA administers security cooperation programs identified by the White House, the Department of Defense, and the Department of State, including Foreign Military Sales, Foreign Military Financing, Institutional Capacity Building, International Military Education and Training, and humanitarian and mine-action initiatives. Headquartered in Washington, DC, the agency operates within the U.S. armed forces sector and serves foreign security forces and partner nations as its primary customers. In May 2026, DSCA announced the retirement of its Director, Michael F. Miller, after 28 years of government service.
