ELCON, formally the Electricity Consumers Resource Council, is a national association representing large industrial electricity users. Founded in 1976 as the federal government began addressing electricity issues, it formed to advocate policy and provide a technical resource of data and information for member companies. It offers timely legislative, regulatory, engineering, and legal analysis of energy and environmental policies, focusing on federal and state rules that affect electricity price, availability, and reliability, and it is the only national association representing industrial electricity users interacting with the Federal Energy Regulatory Commission on a regular basis. ELCON serves as a central resource for policy analysis and data sharing among its member companies. Based in Washington, DC, the small organization engages with Congress, participates with NERC on reliability standards, and collaborates with groups such as the U.S. Chamber of Commerce and the National Association of Manufacturers to address climate policy impacts on energy-intensive industries.
