TPPA is a Texas trade association founded in 1978 to represent municipally owned electric utilities (MOUs) in Texas. Its membership also includes several electric cooperatives, river authorities, and joint action agencies active in the state's electric sector. Based in Austin, TPPA notes that its member entities deliver electricity to more than 5 million Texans, accounting for about 17 percent of daily Texas grid demand, with some members owning or operating generation and transmission assets across coal, hydro, natural gas, nuclear, and renewables, contributing roughly 13 percent of daily generation. The association is governed by a board of directors and supported by a small professional staff. In February 2023, Marilyn D. Gilbert joined TPPA as a board member, representing a recent leadership development.
