In 2011, RT Engineering & Associates, Inc. (RTEA) was founded in the state of California as an S-Corporation by Regina Talamantez, a licensed civil engineer in California.  Regina has over 28 years of experience in the transportation and infrastructure industry working in program management, design and construction management services.  

Regina has such a diversified background from conceptual planning through project closeout from public agencies and consulting industry, which gives her the ability to work on various project stages and view the project from a global perspective.  She has modeled her firm to be diversified in all phases of project delivery & specializes with providing a "one stop shop" for civil engineering - filling the "niche".

Approximately 25% of revenue comes from program management and design services and 75% of revenue comes from construction management services in both Design-Bid-Build and Design-Build alternative project delivery projects.
